Re the licensing: agreed. I remember that if you couldn’t nail your parallel parking (in a gap two feet longer than the driving school car) on second try, the tester told you “see you again in two weeks...”. And you had to know (in theory) the exact steps of how to change a tire.

Putting tax-payer dollars into education sure does raise education levels, because it makes a minimum of skill training more attainable for those who cannot afford to pay for it. Not everyone will want a 2-year degree, and it only gets you that far - but far enough that you can make a living.
