Nobody here is saying that using the Johari window to qualify an illegal invasion of a sovereign country was a good thing. But standard risk assessment and policies from thereof regarding situations involving evolving the scientific and/or technological often cannot wait for the rigor of scientific fact and consensus.

His opinion matters in that expertise is the primary driver of being a public servant in a scientific position, and that if we didn’t rely on the opinions of experts then basically all science policies put into effect ever are “just opinions, man”.
