I don’t think Missy was all that she could have been. Michelle Gomez is never not great, sure, but the character was too twee (even for Doctor Who), and lacked an essential part of the Master’s character, that being his sweatiness and desperation. She was just too collected, too together, and that’s down to Moffat’s
