You entirely missed the point. It’s the speed at which the meta game develops that’s ruined by cheaters (among other things, not to mention how unethical it is), their meta game moves faster than that of non cheaters, thus when they compete among us they very much do have a quantifiable advantage.

Those are technically illegal, as they rip assets and IP from the games, not to mention harm the game’s sales; I know people who just play that, and don’t bother with actually buying/playing the games. For me time is a problem too, because by the time online competitions start, cheaters have had more time to try things out and learn, which gives them a leg up against real players. The meta game thus ages faster, and much of the fun and mystery is killed long before the next game, leaving a void.
