I don't think it's pro-troll, it just criticizes the anti-troll panic. To me, the message is not that trolling is good, it's that is bad but not a big deal.

The disappearance of Cartman is from social media, not real life, and it's only going to last until his next birthday or christmas. The drama of the scene is used to show the difference between something serious (a murder) and something that's not a big deal (a few month off the internet).

I know it's sarcasm, but it's nonetheless true. Aggressiveness is an absolutely necessary trait for a civilization. Peaceful civilizations gets replaced by aggressive, expansionist ones.
