That’s not really correct; the 360 is built on PPC architecture, the One is x86, the 360 just happens to be a much simpler piece of hardware than the PS3. PPC emulation is doable on x86 (the One uses a core-per-core kind of emulation with cores to spare), but the Cell processor in the PS3 (while technically PPC based)

It’s more of a small trackpad than a touch screen, you can see it in the picture.

That doesn’t mean the games aren’t tied to your NNID though, they are. While it is true you can only have an NNID on one device (handheld and/or console) the purchases are still tied to your NNID.
