I think the 9 blue lights are probably a crest/symbol of some sort. Compare his Ifrit skin to his normal skill and you’ll see his eyes are likely the slits.

Not only does that damage drop by 2, but the spread of her cannons have increased due to the increase of 8 bullets to 11. This means damage drop-off for ranged attack will increase :/

IIRC Blizzard has a contract with PC Bangs in South Korea that allows customers to play Overwatch on a special battlenet login. If a user decided to download hacking software and use it, Blizzard won’t ban that account because it is specifically tied to a computer at a PC Bang.
