I can’t say this is the same in every state, but in the states I have experience with, the designation of TMU (true mileage unknown) does not mean it is a branded title. In other words, a “clean” title can have a TMU designation. I’ve bought TMU cars in VA, NC, SC, GA, and TN, and all were on clean titles.

I bought a used MINI Clubman S a few years ago, and benefitted from the abundance of checkboxes the original owner checked.  Car has every option EXCEPT the navigation.  I’m happy to not have it, but I think it’s an unusual one to not check if you are checking everything else.
