Lorewise response: After the events of Warlords of Draenor, it is heavily hinted that the elements have abandoned Thrall due to his misuse of shamanic powers during mak’gorah (he uses a stonefist and calls thunder to off Garrosh Hellscream). You see this echoed in the startbit of Legion.
