Yeah you can put all them together with 8-10 Persistent Petitioners and annoy the hell out of people.

That’s not the way it works. Enemies in missions are scaled to the lowest level player in the group and everyone else’s damage is scaled to them so high level players can’t help out low level characters by decimating everything. If you’re solo then it scales to you.
