Krogan actually are born with 4 testes - which is why the Krogan team members joke that Shepherd "has a quad" (where a human would've said he "has a pair".) It's explained in one of the many many database entries in one of the first two games.

Well what the vita does is remote play ps4 games which by using the internet to stream whatever on the ps4 to the vita.
