Not in the latest season. Three episodes in, I'm quite convinced they've found out what they should do with the show. No more stupid decisions, much better characterization and less endless speeches.

It gets high ratings, but it isn't something universally loved/praised, so I'd say it doesn't qualify for the status of overrated.
