Why would the military need specific authorization to use a MOAB? It’s still a conventional munition, if they know the general thrust of current military policy is “bigger and louder” I don’t totally get why they WOULD need authorization from the secretary of defense or the joint chiefs.
It also is a real issue in elections for state legislatures, where depending on exactly which state we’re talking about, there might really be a requirement for a representative to live in the district they represent.
