Excellent question about simultaneous access! The short answer: no.
Spotify allows you to download music to listen offline on both mobile and desktop, but only on their $10/month plan (the $5/month plan doesn't support offline play). Like you mentioned, you have to create a playlist to make them offline though.
As far as I can tell, there's no way to listen offline on the desktop (yet*), but on Android you can. I'll break down the different ways on Android:

Nope. It's delayed (at least on my local station, but I suspect on all west coast stations). NBC is delaying the broadcast of the opening ceremony to be during primetime. It does start at 9pm London time, but all US broadcasts are delayed. I don't think the opening ceremony will be live streamed on nbcolympics.com…
