I have seem some complete jalopies with diplomat plates also. Recently I saw an early 2000's Ford Escort wagon near Georgetown.

Nothing like seeing a G-Class Mercedes with Diplomat plates on them. 

The Porsche dealership on 1 near Crystal City/Alexandria does very well for itself.
