Because terms of parole and probation are part of a contract between the inmate and the State. A paroled inmate agrees to behave in certain ways in exchange for being allowed out of prison, and most of those behaviors are not things that ‘regular people’ have to do or not do.

A NASCAR Cup car weighs, by rule, 3300 pounds and the driver is assumed to weigh 180 pounds. The Delta 88 weighed about 4100 pounds stock and I weigh 280 or so, naked, so I think that puts my stock ‘race weight’ at 4200 pounds - 900 more than the Cup racer. But I’m not stock, not at all.
