Having had a 914 with a type iv that did not have a limiter, it is not a bad thing to have. Won’t save you from a missed downshift, but in low gears you can over rev the engine. In 4th or 5th (doubtful these have 5th), the engine doesn’t make enough power to get near it so no worries there.

Untrue, the US has run studies multiple times about replacing the engines. It would save money in the long run, but the thinking has always been that the ancient B-52 would get replaced so they opt not to.

We have designed several replacements. None of them have ever turned out to be as cost effective. The US Government is a strange bird. Spends fortunes on R&D. New procurement programs are the stuff of nightmares, but operationally? They look at the bottom dollar.
