I think it depends on the TV, because when set to zero, things are blurry, and it's not until I set my TV above 50 that artifacts start showing up.

Well I'm pretty positive that 50 is "off" on my tv, and anything below that blurs, and anything above that runs a sharpen algorithm.

Try cranking down the sharpness on your TV. I'm not kidding, either. If you have a 1080p TV, or really any HDTV (even most '720p' TVs now are technically 768p), the game looks bad unless you use something to upscale it.
