What I see is that in 2002, there is a 50% drop in the area of the measured ozone hole. Was that a single measurement from that year or an average of size of the hole that year? Either way, that is either a pretty big change in the actual size of the hole or a that measurement method is awfully noisy.

Just by eyeball assessment I can tell you that from 1992 on the “hole” is about 22 million square kilometers, with a standard deviation of nearly 3. That puts 2002 within the bell curve of expected variation.
