If they wanted to really be scientific, they would reverse the policies and monitor the results, to be sure they were not just exhibiting confirmation bias in their observations, seeing what they wanted to see, rather than having clear evidence of reproducible results.

What I see is that in 2002, there is a 50% drop in the area of the measured ozone hole. Was that a single measurement from that year or an average of size of the hole that year? Either way, that is either a pretty big change in the actual size of the hole or a that measurement method is awfully noisy.

Just by eyeball assessment I can tell you that from 1992 on the “hole” is about 22 million square kilometers, with a standard deviation of nearly 3. That puts 2002 within the bell curve of expected variation.
