Yea, the way I interpreted it was Dougie was created as a decoy to replace Dale or Danzig Dale in the Black Lodge and hold it off, at least for a while. The way Dale was tricked was he thought he could go and was free, and temporarily yea, but the Black Lodge requires one of the Dales back now.
