I think he does need to be in control. His ego wouldn't allow him not to be. To act so godlike determining who lives and who dies shows he can't help himself.

I too doubt the flash things will mind-control. That's an interesting use of the Adjustment Centers by the way but I wonder who will take all the Alphas there… Who's going to drive them in ambulances if most people are dead? When public transportation doesn't work? The streets will be full of road blocks from the dead…
