The 25 year rule doesn’t exist for safety or emissions, it’s because importing “grey market” cars from Europe was so lucrative a business in the 70s and 80s that the dealership lobby paid off Washington to make it illegal. 

Import age rules for private citizens are dumb. Let people bring in whatever deathtrap they want so long it won’t kill anyone else and doesn’t roll coal. An S4 wagon isn’t going to hurt anyone.

It starts at the top of the dealership, and for a looooong time the people sitting at those tops didn’t give the first shit about customer service.  If you have an owner and GM who take a little pride in their work it makes a big difference.
