Passed balls by definition are on the catcher.  Wild pitches on the pitcher.  I know that’s not what you meant, but I’ve already typed this far....

Yes.  They will have to block pitches in those situations.  Blocking pitches does not lead to more head injuries, as most catchers, that I’m aware of, do not block pitches with their heads or via any other method that would reasonably lead to a head injury.

The expansion of the rule means a player can do this on any dropped pitch, not just the third strike. That is new.
