Most chilling part of that scene for me was how you got the feeling Hope was pissed that her blind obedience didn't measure up. You can read that like Kilgrave punished her for it or that she punished herself for not being as good.

His criteria is definitely undefined but I never thought his "judgement" was based on threat or power level. Given his power level I doubt he's very concerned by how much damage these inhumans cause. He could be looking at usefulness for example or mastery or acceptance.
