Having a team of pokemon with the Pickup ability (Bunnelby can have it as an easily-found early XY pokemon, and a number of others could have provided it through Wonder Trade - those Zigzagoons specifically mentioned come to mind) would have given him a steady stream of either items to sell for pokeballs, or pokeballs…
