According to Neil Gaiman, DC Comics owns the rights to all the Sandman characters. This show could certainly use Death as Azrael, the same way it made Lucifer a cop with black hair.
Can't find exact issue, but Lucifer Book 2 graphic novel, collecting issues 14-28 has a picture of Death carrying Lucifer on the cover, so I'd guess its in that zone.
Why not? Gaiman used Angel of Death iconography for his creation. She literally has dark wings, etc.
