Hawaii is the absolute worst state for modding cars... We have this annoying thing called Recon that really limits what you can do, oh and you have to get approval on your modd or you will get ticketed and/or can’t get a safety check. Plus our roads are the worst, so your car will be ruined really quickly anyway.
