Meaning that when Netflix or anyone else streams 4K it will only require slightly more bandwidth than the current 1080p h.264 codec stream. So you are looking at maybe 6GB for an hour show.

Here's what I want you to do. Go to a friends house. Sign into steam on their computer. Then download all your games. Then sign out. Then have them sign in as themselves. Then cut the internet. See if it works.

Can you buy a game on steam, then download it to your friends computer on your account and then both of you have copies of the game? - No. Steam handles this situation exactly the same way as does the PS4.
