BMWs and Minis burn though brakes on city cycles. This is just part of the thing that it does (No disc turning on lathes allowed per BMW warranty guidelines, and the pads only last 20K miles in city driving). Plus since this is part of their no-cost maintenance, they don’t care what the unit costs are: those are baked…

Brakes are cheaper than clutches on a static analysis, but if you are keeping a vehicle that long, those are minimal costs...
