I know when I rolled my TJ, the windshield frame and glass cost as much as the entire rest of the front clip to replace. Reason #1 it it got left at home anytime I was on the trail from that point on.
I think the simple answer is that the 160 HP tune is already approved in quite a few vehicles. To get 10 more horsies would have required re-certification meaning more $$$? Maybe someone that knows more about how the EPA certifies can clarify?

I think you are wrong on one point, NOTHING could ever be worse than a showroom YJ. The TJ was one of the most anticipated vehicles ever in the off-road world.
