I can vouch. A friend put the Abarth exhaust on a 500 POP (no turbo for the uninitiated) and it is almost unbearably loud in the revs. The turbo definitely smooths out the exhaust pulse and quiets it down significantly (not to mention the intoxicating crackle on the shift)...

Not sure on the newer ones, but on my ‘97 Wrangler there was a fuse that could be pulled to defeat the CSS. Owners manual even told me about it. Jeep understands the occasional need for a starter start when on the trail.
Those are the less desirable models with the wheels that spin the wrong direction because they are built south of the Equator.
