There is objectively no way he was “partying in NK” - you cannot go to NK as a tourist any way except through guided tours which are chaperoned at all times by NK authorities. Well, nobody is allowed to walk in NK alone. The only tourism that is done there is through 3 Chinese tourist groups that organize guided tours and NK authorities are chaperoning the whole time.

He was found liable wrongful death. The burden of proof is much lower (preponderance of the evidence rather than beyond a reasonable doubt). Lots of cases fall in that category: less sure than criminal conviction but more sure than civil liability. I wouldn’t say that proves definitively that he did it.

The intent isn’t even the issue here. Before getting to that, the prosecution would need to prove the “act” element of the crime, which for manslaughter is “the killing of a human being.” It doesn’t seem they will be able to do that.
