For the people that this works for I wonder if you are using iCloud Photo library and have Optimize storage turned on. Thus forcing this function to kick in.

You should not remove lost or stolen devices. Instead you should erase them and leave them on your account. Removing them from the account disables iCloud Activation lock and as such enables them for anyone in the future.
