Not necessarily. It will look depend on the VPN. I use PIA on my phone and computers and don’t see any latency issues at all even when streaming large videos. I just ran a test and saw the same speeds from Japan and Israel as I see without the VPN. I’ve never tried sharing it to my PS4 but given how smooth it handles
