You do understand that a marriage in a Catholic church holds no weight with respect to the government, right? That’s why those married in the Catholic church also acquire a civil marriage license?

Why is it important to you that individual religions change their stance on certain sacraments? Notre Dame is a Catholic institution. Everybody who attends and works for Notre Dame is aware of this. Notre Dame represents the beliefs of the Catholic faith, one of which is marriage is between one man and one woman.
