They took the time to announce and hype this feature on many occasions, and never once clarified that it was being taken away. Labeling it as single-player is NOT sufficient, especially when the multiplayer label really doesn’t fit just being able to see another player.

The developers clearly stated it would be in the game multiple times. At any point they could have clarified this feature was cut by saying “Hey, this feature has been cut and will not be available on release.”

As a dev myself, it seems a reasonable expectation to provide information regarding whether there is in actuality an issue and it’s being worked on, or if the game is actually working as intended.
