If someone was to, for example, print money, they aren’t directly hurting anyone. Yet, somehow, they still are considered to be doing something... illegal. Imagine that!

So one is pretty much a glorified hard mode while the other is for ‘casual’ players with some story tweaks. That really doesn’t warrant two entirely different games.
