If civilization fails that badly, it will be the reenactors and historically based craftspeople who will know how to do a lot of this stuff...(but even in more ancient times, a lot of what you mentioned, like wheel-wrighting and smithing were specialty trades, and when things fell apart locally, they had problems)...…
