Sounds like you need a better bank. Everyone I use either has no ATM fees or has no ATM fees and reimburses all 3rd party ATM fees. But between cash out at checkout stands and photo depositing of checks I have no need of ATMs anymore.

I just pull on everything before using the atm, who knows you might get a free card skimmer or cash trap of your own.
