My guess is the heels were left over when they decided to simplify the legs and feet and make them one part. On the original design the feet would have folded back do give the jet mode a more streamlined look.

You do realize the G1 combiners, the Aerialbots in particular were just that and that other then the new Silverbolt none of the limb bots are even close to that, given that they have to 4 working modes.
