The Division is an injoke. The organisation was originally called the Celestial Intervention Agency (CIA) but it looks like they decided to change the name, possibly for legal reasons (like the UN getting annoyed by UNIT). The Division is a nickname for the real CIA, of course.
The name “Shabogan” was introduced in a 1976 episode. They were the original inhabitants of Gallifrey who refused to join Time Lord society and continued to live outside the Capitol (and presumably survived the Masters’ attack).

These two are IMO definitely the best thing about the show thus far, and that’s considering the main character as well. They’re a good concept, well-written, and well-acted, plus they bounce wonderfully off Picard and each other.
