They are legally required, but a lot of this is state laws, not federal laws. States with inspections won’t pass a car without a driver’s mirror or both if required.

I too, have never come across a set of aftermarket head/tail lights that looked good and looked actually functional. I have seen some that looked OK, but like you said, there is no way they were as functional as OEM. And we know that most OEM lights are trash anyways.
