Wifes 2011 Explorer hazard switch is a capacitive button. Well it got wet and got stuck on. Pulling the fuse wouldn't reset it just stop it while fuse was gone. Came here to say this as well. Though my sister has a Durango that is registered in Colorado. The car has been in Wisconsin for probably 5 years. Not sure how they actually enforce this. I was happy as shit the first time I changed spark plugs myself and the car started and ran. Until I got on it and cylinder 3 was misfiring. Cracked the plug installing it lol. Still have that spark plug in my office!
