@8x10: There are also old, crappy AA weapons that could shoot down a blimp of this sort (SA-2, for example, or some of the old, large caliber AA guns). These things might be obtainable, but they are mostly large and not very mobile, so chance are they'd be detected and destroyed before they could be used.
