Given the damage on that Tesla, how it’s wedged under the firetruck, it’s a safe bet that the car did start braking at some point.
My main takeaway from this, other than the obvious “people are stupid”, is that modern cars are crazy safe. This dude slammed into a stationary object at 65 miles per hour and “refused medical attention”. Thats amazing.

It depends on you how "free" it is. On Tapped Out I've never spent a dime and I'm level 39 (the highest at the moment) and own every character and nearly every building that you can get without spending donuts, and a few I've saved the donuts you earn to buy.
