Uhhh.... No. First and foremost, if the light is on they should NOT get a reduce ticket. People would drive around constantly with it on, using distraction as an excuse to drive terribly. I think it's better equipped to cars so that the driver of that car can flash it at other cars. Or... cell phones just don't work

EPA ratings only seem to be rough estimates. Also, you need to factor in the type of gas and temperature. In the summer I average 7mpg over what the EPA estimates, while in the winter I'm at or below EPA estimates because of winter blend gas and colder temperatures.
