The suspect is a man who had access to the patient, probably repeated access as it's unlikely he only raped her once. Test the male staff. If it's not them, test patients. Then widen the net.

Testing every man who had access to the woman will identify the rapist. The staff group is smaller, more easily reached and more likely to contain the criminal than the wider patients/families/visitors/anyone who ever had cause to be there group. So that's where to start.

You think the police should use their detective skills to draw up a list of potentially hundreds of people who could have raped the poor woman, then ask them “did you do it?”

There’s no evidence it was a patient or visitor either. So either they test everyone or they test nobody and the rapist gets away with it, to do it again.

You could say the same about patients and visitors.
