Perhaps he is referring to the majority of highways in more rural states. I live in Nebraska and a divided 4 lane highway is far less common than the 2 lane versions. In the case of 2 lane highways, passing on the RIGHT would mean passing on the shoulder of the highway, and yes, people do that.

Where I live 90% of the stoplights in town switch to blinking red for cross traffic and blinking yellow on the main road after midnight and switch back to regular stop lights at 6 am. Not enough traffic during those hours to warrant normal operation.
