Yeah, there’s something off about the foster parents. This is the second time they’ve tried to keep a foster child who wasn’t available for adoption. Fostering means fostering - you don’t keep the kids. If you can’t handle the emotional attachment you shouldn’t sign up to foster.

I would say they shouldn’t be allowed to foster again but considering that in most states, the need for foster parents always outweighs the supply, they probably will be. They could have spent their years with this child preparing her for the day her birth family could care for her again. But they chose to be selfish.
