To be honest I think a lot of the pacing issues come directly from the manga. I’ve been rereading the manga with the series and it’s an incredibly faithful adaptation. Now maybe they needed to change more to convert it to anime, but a lot of the jumpiness and reliance on previous knowledge was in the manga as well.
